Dominique Strauss-Kahn, who was head of the International Monetary Fund, waited for his arraignment in Manhattan Criminal Court on Monday. Mr. Strauss-Kahn, once seen as a candidate for the French presidency, was accused of sexually assaulting a housekeeper at a Midtown hotel. He has resigned.
